Are they capable of the task?

The rarest cause of performance problems on the job:  Most persons in most jobs have the mental and physical abilities to perform acceptably.  And that's all this question is really asking--nothing more.

I t does not ask if the performers are

Rather, it asks whether, if the job requires lifting 50 pounds, can they lift 50 pounds; if it requires writing a coherent sentence, can they write one; if it requires talking pleasantly to customers, can they do so.  No more.

If they are not physically or mentally capable of doing the minimum requirements of the job, the problem lies not with them, but with the hiring,  because, obviously, someone is putting persons on the payroll who can't do the job!
