Can they do it if they have to?

If they can't, and you have answered "yes" to all the preceding questions in the Performance Analysis Checklist, you have identified a training need.  If that don't know what to do, don't know how to do it, or don't know when to do it, they need training.  

Now, the training may take many forms; the services of a trainer or instructional designer may not be needed (you may be surprised to hear that from a designer, but it's true).  You may be able to structure on-the-job training that will help them learn what they need to know.  I have some forms available which can help you do this.
